Project Overview

The Montana Department of Transportation (MDT) and the City of Bozeman, in cooperation with Montana State University (MSU), the Museum of the Rockies, and other stakeholders, are planning to reconstruct Kagy Boulevard from South 19th Avenue to Willson Avenue.

South Bozeman has experienced significant growth in recent years and is expected to continue growing as MSU enrollment and housing demands increase. Kagy Boulevard serves as a primary east-west regional route and will play a critical role in supporting the development of the Gallatin Valley.

To accommodate current and future needs, this project will reconstruct Kagy Boulevard to include:

  • Two travel lanes in each direction
  • Center median and turning lanes
  • Separated shared-use paths on both sides of Kagy Boulevard
  • Landscaping and street lighting
  • New American with Disabilities Act (ADA) compliant crossing facilities, including two tunnels under Kagy Boulevard
  • Updating traffic signals at South Willson Avenue
  • Two multi-lane roundabouts: one at the South 11th Avenue intersection and one at the South 7th Avenue intersection
  • Stormwater drainage improvements

Current Status

The 30% design plans were recently completed, marking an important milestone. MDT and the City of Bozeman partnered with Sanbell (formerly Sanderson Stewart) to develop this preliminary design.

Further design will continue, and the right-of-way phase is now underway, as the project team works closely with stakeholders to refine plans and advance key project components.

As the project enters this next phase, it is transitioning to a Design-Build delivery method, which combines final design and construction under a single contract. This approach can streamline coordination, shorten project timelines, and improve cost efficiency.

CK May Excavating and DJ&A Engineering have been awarded the Design-Build contract, and construction is tentatively scheduled to begin in 2027, dependent on completion of design and any unforeseen factors.

An open house will be scheduled before construction, during which plans and the scope of work will be shared. Community members will have the opportunity to directly ask the project team questions and share their feedback.

Project Funding

In December 2023, the project received nearly $24.3 million in Rural Surface Transportation Grant funding to support the reconstruction of Kagy Boulevard and enhance safety features.
