What is the I-90 Closure Study?

The I-90 Closure Planning Study is a planning-level analysis occurring before project-level activities and is focused on I-90 between Three Forks and Billings. The process involved evaluating ways to improve MDT's ability to safely and effectively implement I-90 road closures and detours within the study corridor. The study takes into consideration the needs of the department, constraints within the corridor, public and agency input, and financial feasibility of the potential improvements.

Why was the study being conducted?

The need for this planning study was identified based on the significant impacts that weather-related Interstate 90 closures pose to the traveling public and MDT maintenance staff each year.

Who conducted the study?

MDT is conducted the study in coordination with FHWA, local jurisdictions, and other agencies. CDM Smith, Inc. is assisted MDT to complete the study.

What steps were taken during the study?

Steps in this study process are described below. Opportunities for public input were available throughout the study.

  1. Field Review and Data Collection
    CDM Smith conducted a field review to visually inspect constraints and opportunities within the study area. The review focused on identifying physical and environmental features that could adversely impact any potential improvements. CDM Smith prepared an Existing Conditions Report reflecting the information collected during this review.
  2. Identify Needs and Objectives
    The study considered MDT and stakeholder input and public feedback to identify needs and objectives for the study.
  3. Screening and Evaluation
    Based on the study needs and objectives, CDM Smith developed screening criteria to assess the need for and feasibility of potential improvements in the study area as practicable. These criteria were used to identify and prioritize potential projects.
  4. Final Corridor Study Report
    CDM Smith prepared a draft corridor study report documenting the planning process, including public, agency, and stakeholder involvement; key findings; recommendations; and next steps. Study deliverables and comments were summarized in the report and included in their entirety as appendices.
