Who conducted this study?
The Montana Department of Transportation (MDT) conducted this study in collaboration with local jurisdictions, resource agencies, Federal Highway Administration (FHWA), and the public. DOWL assisted MDT in completing the planning effort.
How was the public involved in the study?
Members of the public were encouraged to participate in the planning process.
The draft corridor study was posted on this website for public review, and comments were collected and considered throughout the planning process.
As part of the access management planning process for the corridor, letters were mailed to all adjacent property owners. These letters explained the access management planning process and public involvement opportunities for the Montana 3 Billings Corridor Study and Access Management Plan.
Two public informational open houses were held during the corridor study process. Each event included both a virtual meeting and an in-person meeting. A 30-day comment period followed the second meeting and release of the draft corridor study on January 23, 2026.
