Needs and Objectives
Needs and objectives were developed based on a review of existing traffic, safety, and environmental conditions and collaboration with stakeholders. Needs are identified at the regional level, while objectives are tailored to each subarea to reflect area-specific challenges and conditions. Improvement options identified in this study are intended to address these needs and objectives to the extent feasible, while considering constraints and limitations.
