Phase Overview:

The Johnson Lane Interchange (JLI) serves as a critical connection point between Lockwood, Billings, and Interstate 90 (I-90). As part of the multi-segment Billings Bypass project, MDT plans to reconfigure the JLI into Montana’s first diverging diamond interchange (DDI). A DDI is an innovative design proven to enhance safety, reduce congestion, and improve traffic flow and capacity.

Planned improvements include:

  • Reconfiguring the existing JLI into a DDI.
  • Reconstructing the I-90 bridges over Johnson Lane to accommodate the new interchange configuration. The interstate will maintain two lanes in each direction.
  • Adding a shared-use path through the DDI for pedestrians and bicyclists.
  • Upgrading sidewalk and Americans with Disabilities Act (ADA) facilities along adjacent streets to tie into the DDI sidewalk facilities.
  • Constructing roadway improvements on North Frontage Road, Old Hardin Road, Cole Street, and Becraft Lane to improve the operation of the new DDI.
  • Installing traffic signals and signage upgrades throughout the project area. Notably, new traffic signals will be installed at both ends of the DDI, at the Cole Street and Old Hardin Road intersection, and at the Johnson Lane and North Frontage Road intersection.
  • In preparation of construction, there is ongoing utility relocation work happening in the area.

Schedule/Status

The Johnson Lane Interchange segment of the Billings Bypass project is expected to open for contractor bids in summer 2026. Construction is expected to start in fall/winter 2026 and continue into 2027 and 2028, weather and other unforeseen factors permitting.
