This governs the Qualified Products Lists (QPL) for materials used by the Montana Department of Transportation (MDT), and describes qualification procedures, quality monitoring requirements, disqualification, along with sampling and testing.

Qualification Procedures

Prospective producers interested in submitting their product for QPL qualification or revision should send an e-mail to the MDT QPL List or a written request to: Montana Department of Transportation, Materials Bureau, Quality Control Section, P.O. Box 201001, Helena, Montana, 59620-1001.

Include the proper forms with the request. The various forms are:

After receiving the proper documentation, MDT will contact the producer. Samples may be requested for analysis.

To be considered for qualification, the product must have been in production for at least 6 months.

Submit the following when requesting to be listed on the Department's QPL:

  • Request Form
  • The producer must provide a copy of the producer's quality control plan for this product to MDT. This plan must show that their quality control (QC) facilities actively participate in the QC of the product.

MDT will place the acceptable material on the QPL after confirming the material meets specifications; there is an adequate QC plan in place for product productions; and no other Department concerns exist.

Once a product is listed in the QPL, any change in formulation, manufacturing process, or manufacturing location must be reported to MDT on the appropriate forms. Any changes in the material require resubmission for requalification.

Quality Monitoring Requirements

Follow the QC plan for all QPL listed products supplied to MDT.

Quality Control Test Report

The MDT requires all producers listed on the QPL perform quality control (QC) testing on their material showing it meets requirements listed for the item in the Standard Specifications for Road and Bridge Construction and corresponding Supplemental Specifications. Testing is required for all materials qualified under the QPL. The test report must contain the following information:

  • Type of material
  • Date of manufacture
  • Product identification number
  • Quality monitoring test results

Producers must maintain a complete record of all test reports for the previous two years and current calendar year.

Random Testing and Auditing

The MDT reserves the right to sample materials on the QPL for testing and to perform audits of test reports. MDT representatives may sample material from the manufacturing plant, the project site, or other locations. MDT reserves the right to test samples to verify compliance with Standard Specifications for Road and Bridge Construction and corresponding supplement specifications.

Disqualification

Products that do not perform or are found to be non-compliant with MDT specifications may be removed from the QPL at any time. These items will remain unlisted until adherence to the specifications can be verified and the product has undergone satisfactory performance evaluation.

Packaging and Labeling Requirements

Package the material in appropriate containers to protect the contents of the package while in transit and according to any applicable MDT specifications for that item. Labels must include the following information:

  • Name of manufacturer
  • Brand name
  • Type of material
  • Unique product identification number
  • Date of manufacture
