The Montana Department of Transportation (MDT) and Montana Rail Link (MRL) have agreed upon a pier removal and bridge mitigation alternative in the Blackfoot River. At this time, MDT and MRL are working together to implement the preferred design option as funding and timeline are determined.

At the end of 2019, the Montana Department of Transportation (MDT) completed the reconstruction of the Interstate 90 bridges crossing the Blackfoot River. However, the piers at the Bonner Bridges site were not removed due to additional costs that would be incurred. These costs include the maintenance costs for another bridge (MRL) in the Blackfoot River that would be required if the piers were removed.

Since completing the Bonner Bridges project in 2019, MDT has continued to seek opportunities and funding to remove the piers.

The Montana Department of Transportation was in conversation with numerous stakeholders in order to determine the best possible solution for pier removal moving forward. MDT's primary factors when considering solutions were safety, efficiency, and environmental sensitivity.

Recently, MDT has partnered with consultants to review various alternatives for the removal of the two piers from the Blackfoot River. These options take into consideration the Montana Rail Link bridge located just south of the piers and the protection of the surrounding environment.

MDT and MRL have now come to an agreement on an alternative that requires piles socketed into the bedrock next to the piers to stabilize the structure. The alternative would lower the footprint in the river, increase safety for fish, recreationalists, and wildlife and offer a solution for all parties. The total price tag for mitigation of the MRL bridge and pier removal is approximately $9 million in total.

The Montana Department of Transportation and Montana Rail Link are hard at work to acquire the necessary funding to complete this project and determine when it can take place. We understand that the removal of the piers in the Blackfoot River is a priority and are doing everything possible to move the project along swiftly.

The Montana Department of Transportation (MDT) continues working with Montana Rail Link (MRL) to determine the best appropriate next steps for Blackfoot River pier removal.

Through February, MDT will be working with consultants to review pier removal alternatives. The project team will have additional information in March.

To provide project background for those that may not have received previous email updates, MDT reconstructed Interstate 90 bridges crossing the Blackfoot River near Bonner in late 2019. However, the piers at the Bonner Bridges site were not removed due to additional mitigation costs for the upstream Montana Rail Link (MRL) bridge. Since this time, MDT has continued to seek opportunities and funding sources to remove the old I 90 bridge piers and are currently working towards this goal.

As many now know, the Montana Department of Transportation (MDT) reconstructed Interstate 90 bridges crossing the Blackfoot River near Bonner completing the construction in late 2019. However, the piers at the Bonner Bridges site were not removed due to additional mitigation costs for the upstream Montana Rail Link (MRL) bridge. Since this time, MDT has continued to seek opportunities and funding sources to remove the old I-90 bridge piers.

The original analysis of the pier removal, and its impact to the MRL bridge, was completed with a one-dimensional hydraulic model in 2018. This study measured the river’s scour, or impact, on the MRL bridge if the piers were removed. This model determined that pier removal would have a negative effect on the MRL bridge causing a pause in the pier removal schedule in 2019.

The most recent analysis completed by MDT has been accomplished with a two-dimensional model to measure the impact of pier removal on the MRL bridge. This updated analysis method has been approved and results have been re-tested by both an outside consultant as well as the Federal Highway Administration resource center to confirm its validity. The results indicate that removal of the piers would increase scour, or impact, on the MRL bridge. However, the water pressure below the surface is actually decreasing. Therefore, the negative impact of pier removal on the MRL bridge is not as significant or concerning as it was earlier determined.

All this said, the Montana Department of Transportation is continuing to work with Montana Rail Link to identify the appropriate next steps for pier removal and are hopeful for a solution in the near future. The time frame for pier removal is dependent on both MRL bridge mitigation and federal funding opportunities.

This will be the final regularly scheduled construction update for the Bonner Bridges project. As construction is winding down, winter weather is picking up and MDT encourages all motorists to drive safely in all construction zones.

Weather-permitting, look for big changes in the coming week! Traffic will be able to drive on the newly built westbound bridge, likely with a one-lane configuration. A similar configuration will exist on the eastbound structure. Contractor and crews will continue to work in the area, and traffic will return to a normal configuration before the Thanksgiving holiday.

No additional closures will take place on the Blackfoot River as associated to bridge reconstruction. A notice will be released when the pedestrian path is available for local access.

The Montana Department of Transportation wishes to thank all participants in the recent design workshop for this project; community input will be used to shape endcap design options for the Bonner Bridges once they are completed. See the Community Participation section below for more information.

Work to remove the piers under Interstate 90 continues. Currently, crews are working on the strengthening the substructure of the bridge. Starting July 23, slope stabilization will begin as well; some noise may accompany this work. Noise will occur during work hours between 7:30 am and 6:00 pm on workdays.

Two-way traffic is routed onto the existing westbound bridge, and traffic is reduced to single lanes in each direction through the work zone. During the construction, travelers on Interstate 90 should expect lower speed limits and traffic congestion. Please be mindful of signage. Community Participation:

Save the Date for an open house for the Bonner Bridges project. The project team will be on-hand to answer questions, including those questions about timeline, budget and construction. A voting session will also be held at the Open House to help determine the design on the Bonner Bridge endcaps.

River Closure Information:

Fish, Wildlife and Parks has lifted the closure of the Blackfoot River from the Weigh Station to the Milltown State Park. The next planned closure of the Blackfoot River is scheduled for August 27 - September 8, 2018 (closures dates subject to change due to weather and river conditions).

For the July 4 holiday, crews will not be on the Bonner Bridges work site. However, traffic control and decreased speeds are in effect throughout the project zone. The work zone will become active again at 7:00 a.m. on Thursday, July 5.

Additionally, Fish, Wildlife and Parks has lifted the closure of the Blackfoot River from the Weigh Station to the Milltown State Park. All river users should refer to signage at river access sites and use extreme caution when floating through the construction area under the Bonner Bridges construction zone. The next planned closure of the Blackfoot River is scheduled for August 27 - September 8, 2018 (closures dates subject to change due to weather and river conditions).

Additionally, Fish, Wildlife and Parks has extended the closure of the Blackfoot River from the Weigh Station to the Milltown State Park to ensure the safety of river users. Once the river is safe for recreational use, Fish, Wildlife and Parks will reopen the river at their discretion.

During the holiday weekend, from noon on Friday, May 25 to Tuesday, May 29, crews will not be present in the work zone, however two-way traffic will still be routed onto the existing westbound bridge, and traffic will be reduced to single lanes in each direction through the work zone. During the construction, travelers on Interstate 90 should expect lower speed limits and traffic congestion. Please be mindful of signage.

Additionally, Fish Wildlife and Parks has extended a planned closure of the Blackfoot River from the Weigh Station to the Milltown State Park through the holiday weekend to ensure the safety of river users. Once the river is safe for recreational use, Fish, Wildlife and Parks will reopen the river at their discretion.
